Tip of the iceberg’: General Motors eyes more EV battery investment in Quebec

At the EV Innovation & Technology Conference 2024 in Toronto, Sarah Goldfeder, General Motors Canada's Director of Government Relations and Corporate Affairs, expressed ambition for Canadian involvement in every vehicle the company manufactures. The $600 million joint venture with South Korean steel-maker POSCO to construct a battery materials facility in Quebec, anticipated to surpass the initial investment, marks just the beginning of GM's plans in Canada. Construction for the facility in Becancour, Que., began in 2022, with production slated to start in the first half of 2025. Financial support from Canada's federal government and Quebec province amounts to around $150 million each. Goldfeder envisions expanding the project into a comprehensive ecosystem covering extraction to processing, utilizing the Becancour facility as a hub for cathode active material production. However, the timeline and criteria for expansion remain unspecified. GM's commitment to Canadian EV production includes plans for over 400,000 EV drive units annually in St. Catharines, Ont., while its Ingersoll, Ont., plant already manufactures electric delivery vans. Goldfeder emphasized the necessity for collaboration among governments, utilities, workforce, universities, and companies to bolster Canada's EV industry.
